Lifehacker and Instructables have some pretty nifty DIY lightboxes for excellent lighting on smaller objects. You could spring for the parts for one of those rather than buy a massive scanner or a professional lightbox.

Or, the same sites have ideas on flash diffusers; that should reduce glare a bit.
